V-in-V (Indonesian Blogger in Saigon)

Last Friday I went to the water company to pay my water bill.  In the last 4 years, it never took more than a few minutes to walk in and pay for my bill.  Their system was very efficient.  On Friday, things changed.  Their computer system was not working so the staff were filling out all the receipts by hand.  It took about 20 minutes to get to me and another 3-4 minutes to write out my receipt.

Since I had to wait, I was finally able to get a picture of where I paid my water bill

(Most people were sitting waiting for their number to be called)
