Endless construction along the canal in Saigon

I can't remember when the canal looked normal.  Definitely over  a year now.  The beauty of the canal is long gone.  The roads along the canal are filled with potholes.  Dust is everywhere.  When will it end?  I heard they may complete it by the end of 2010 though they were supposed to have finished last December.  Once the construction is completed, it should relieve a lot of the street flooding in the city.  The current "new" sewage system is not being used yet according to rumors.
